The french Ministry of National Education, Higher Education and Research, under the Government's plan RESO/2007, has invested in a policy of expansion and diversification of technology and information resources and communication for use in promoting educational, social, cultural, civic and political to  all  French society. The Minister is convinced that ownership of these technologies by all people, is a factor of economic growth, a source of hope for social progress and cultural development.

Closest to the everyday life in the most everyday environments, but also in all schools, educational institutions and training of national education, and services of academic training they depend, both in France and in the departments and territories, the Minister wants as many people as possible to be able, at the time of their choice anywhere and at home at school, to the city to the village as "the most remote" to connect to information services and communications, the most immediate, the most universal and most adapted to take into account individual needs and desires.
